Job Description

The British Embassy in Vilnius is looking for a Regional Procurement Lead for the Foreign, Commonwealth and Development Office’s Europe, Eastern Europe and Central Asia Directorates. The successful candidate will be responsible for managing regional procurement activity for a specific group of British Embassies and Consulates within the region, delivering procurement solutions which meet stakeholders’ requirements and achieving value for money in accordance with UK regulations.

Key responsibilities will be:

1. Regional Procurement Delivery

  • Closely working with stakeholders in British overseas Embassies and Consulates in accessing regional procurement requirements
  • Conducting procurement for goods and services for requirements of mid-range value (above £25,000): co-ordinating with the relevant stakeholders to prepare and issue tender documentation, evaluation criteria and delivering the recommendation to award in accordance with UK procurement regulations
  • Preparing drafts and negotiating contracts, ensuring procurement delivery abides to the relevant processes and the outputs offer a Value for Money solution for the FCDO
  • Category specific procurement and management

2. Procurement Support

  • Working with stakeholders across the network to provide advice and guidance on procurement related activities
  • Procurement spend analysis and reporting
  • Market research and engagement with suppliers
  • Managing databases of FCDO contracts and proactively planning procurement pipeline

Requirements

Essential qualifications, skills and experience:      

  • University Degree or equivalent in Procurement, Supply Chain, Business, Economics, Finances or similar
  • Approx. 1-2 years relevant experience of sourcing or buying Goods, Services and Works
  • Knowledge of the best practice procurement and supplier management techniques
  • Strong interpersonal and customer service skills
  • Strong organisational skills, ability to manage multiple tasks simultaneously and efficiently
  • Contract negotiation and drafting skills in any procurement category, including knowledge of basic legal terms and contractual obligations
  • Flexibility, willingness and ability to adapt to change
  • Excellent oral and written English skills
  • Excellent working knowledge of MS Office

Desirable qualifications, skills and experience: 

  • Knowledge of relevant EU and UK public sector procurement legislation and regulations would be a strong advantage
  • Experience working with e-procurement tools
  • CIPS qualification would be a strong advantage

Company offers

This is a full-time, 35 net hours per week, permanent contract, EO grade position

The start date for the position is as soon as possible, subject to the availability of the candidate and the length of the recruitment process.

  • A base salary EUR 3,116 (gross), a Professional Qualification Allowance: EUR 583.33 (gross) / month (when the candidate meet required criteria – CIPS Level 4 achieved and at least 3 years of relevant experience)

  • 22 annual leave days + 14 public holidays
