Development Program Specialist (Finance and Monitoring and Evaluation)

1. General Statement of Purpose of the ContractThe Development Program Specialist (Financial Analyst and Monitoring and Evaluation) (PMS) is a key member of the Program Team. Reporting to the Senior Program Development Specialist (SPDS), the PMS leads budget development and analysis for USAID/Belarus, acting as the primary customer service representative for all budget planning and forecasting. The PMS assists in preparing Congressional reports on foreign assistance spending and serves as the technical expert on performance management, monitoring, and evaluation. S/he oversees Collaborating, Learning, and Adapting (CLA) practices, advising on data collection and knowledge management to enhance performance and learning.

2. Statement of Duties to be PerformedBudget Development and Analysis (35%)The PMS formulates the USAID/Belarus budget, ensuring compliance with federal appropriations and notifications to Congress. S/he develops and tracks budget documents such as the Mission Resource Request (MRR), Congressional Budget Justification (CBJ), Annual Budget Review (ABR), and Change Notices. The PMS coordinates with the USAID/Ukraine & Belarus Regional Missions Program Office and Office of Financial Management to verify transactions, de-obligations, and earmarks. S/he ensures integrity in budgeting and fund allocation, working closely with technical teams and the SPDS to prepare financial and pipeline reviews.The PMS assists in data entry for systems like GLAAS, OPsMaster, and FACTS INFO, maintaining templates for funding documentation. S/he liaises with USAID/E&E Bureau and Washington offices to ensure accurate roll-downs of funds and the creation of activity allowances. Additionally, the PMS supports reprogramming budgets in response to program changes, prepares reports for stakeholders, and provides recommendations to improve portfolio pipeline management.Program Cycle and Ad Hoc Reporting (20%)The PMS contributes to the annual Operational Plan (OP), tracks local solutions activities, and maintains the USAID/Belarus Activity list. S/he responds to data calls from USAID/Washington and EUR/ACE, prepares budget data, and oversees data entry into systems like DIS and FACTSInfo. The PMS liaises with EUR/ACE and State Department officials regarding budgeting, reporting, and compliance with Congressional Notifications (CNs). S/he ensures financial data consistency, prepares budget requests, and allocates funding to activities once approved.Performance Monitoring, Management, and Evaluation (25%)As USAID/Belarus technical expert on performance monitoring, the PMS develops and manages the Missions performance monitoring plan (PMP) in compliance with ADS 203. S/he works with A/CORs and activity managers to align implementing partners work plans with USAID/Belarus PMP. The PMS tracks outcomes, maintains data quality, and oversees the creation of performance indicators and data quality assessments. S/he prepares performance data for reports such as the Performance Plan and Report (PPR) and provides technical support for evaluations and new activity designs. Additionally, the PMS builds M&E capacity for USAID/Belarus staff and implementing partners, designing evaluation frameworks and ensuring results sharing.Collaborating, Learning, and Adapting (20%)The PMS leads CLA practices to foster adaptive management using evidence and collaboration. S/he designs systems to promote a culture of CLA, conducting periodic reviews and sharing best practices with Mission staff. The PMS captures and disseminates lessons learned from data and evaluations, integrating learning into program cycles. S/he coordinates with USAID/Washington to align CLA practices and implements a systematic plan for the PMP learning agenda, reviewing and amending it as needed.

3. Supervisory Relationship:The PMS is directly supervised by the USAID/Belarus Senior Program Development Specialist.

4. Supervisory Controls:None.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:

Education: A minimum of bachelors degree or local equivalent in Business, Public Administration, Accounting, Finance or other relevant field is required.

Work Experience: Minimum of 3 years of experience in financial management, budgeting, and operations is required, including experience in the analysis and interpretation of data and the presentation of findings in written and oral form is required.

Language Proficiency: Both Level IV (fluent) English proficiency (reading, written, spoken) and Russian (reading, written, spoken) are required.

ALLOWANCES (as applicable)Meal Allowances: All employees are eligible. Meal allowance will automatically be prorated based on the number of qualified hours. The amount of the allowance is Euro 306 per annum for all grades.Family Allowances: The Mission does not provide a family allowance, education benefits for employees' children, or any other family related benefits.Unique Conditions of Work Allowances/ Benefits: The Mission does not provide any Unique Conditions of Work Benefits based on conditions in Lithuania.Housing and Utility Allowance/Benefits: The Mission does not provide any housing or utility benefits.Other Allowances/Benefits: The Mission does not provide any other allowances.The Mission does not provide any transportation (commuting) benefits.

TAXES:LE Staff are responsible for calculating and paying local income taxes. The U.S. Mission does not withhold or make local income tax payments.
